One picture is truly worth a thousand words in my profession, and if all parties involved can look at a reference and agree, you are halfway to the solution.
I work on a project to project basis, and try to find the best solution for the job. I like to do conceptual sketches if the project warrants it, then revise them and communicate by scanning and emailing revisions to all parties involved.
My medium for finished sketches is full-color gouache painting, but I can do rough sketches indicated with marker if it speeds up the process. I am used to working on a very tight time schedule with many people to satisfy.
I often find it helpful to make research notebooks of tear sheets or fashions from a certain time period. If the costume is made to order, I pick fabric samples and attach them to the finished sketches. If I am shopping and collecting wardrobe from costume houses, the creativity happens mostly in the fittings.
I use digital photography to shoot reference pieces and wardrobe fittings. I carry a digital camera and printer with me at all times to shoot and print outfits for options, continuity or reference.
The most successful costuming happens when all parties agree at each stage of the process.
